Responsibilities
Strategic development and implementation of pillar strategies/projects
- Provide technical inputs to the IOM Senior Management Team on programmatic strategy within the thematic/pillar areas assigned, including cross-cutting and/or integrated initiatives where to focus Mission resources.
- Support in-depth analysis of specific thematic/pillar areas in the Country and regards to IOM’s programmatic priorities, adjusting the programme/project implementation strategies with the latest trends and developments.
- Support and facilitate cross-learning, coherence and coordination in the work carried out by the project teams as well as compliance with IOM and donor policies and guidelines.
- Monitor the political and security developments throughout the country, with a particular attention to areas of active and potential implementation of project activities.
- In coordination with the Western Balkans Coordinator and Deputy Chief of Mission, participate in program related meetings and conferences on a national and regional level.
- Carry out relevant duty travel within Bosnia and Herzegovina, the Western Balkans and elsewhere, as required.
- Support the Deputy Chief of Mission with coordinating with other IOM projects in Bosnia-Herzegovina and the Western Balkans.
- Support inclusion of IOM BiH in regional and multi-agency projects.
Management of the projects/programmes within the thematic/pillar areas:
- Work closely together with the Project Development and Monitoring and Evaluation Unit in IOM Sarajevo, the IOM Regional Office in Vienna, and IOM Headquarters to initiate and support project development, regular monitoring and evaluation and proper use of relevant IOM experience elsewhere.
- Ensure that project/programme implementation within the area of responsibility translates IOM global/regional priorities into local interventions.
- Coordinate cross-cutting efforts across relevant projects, including among the sectors, and formulation of similar activities into combined interventions aggregating the results and increasing impact.
- Facilitate the effective application of Result-based Management (RBM) tools, establishment of management targets and monitoring achievement of results.
- Work closely with the Resource Management Unit in Sarajevo to monitor and ensure effective project implementation and financial management and reporting in line with IOM and donor requirements.
- Plan and participate in the recruitment of field/project staff, as well as provide direction and operational guidance to the project teams, at the direction of the Deputy Chief of Mission.
- Exercise direct and indirect supervision of project staff within the sector.
- Work closely with the IOM PSU team in monitoring and evaluating project activities during implementation and once the project activities are completed, and to ensure that lessons learned are incorporated into future activities.
Creation of strategic partnerships and implementation of the resource mobilization strategy:
- Develop and maintain partnerships with other UN Agencies, international financing organizations, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of IOM.
- Facilitate information sharing and communication within the donor community preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
- Participate in thorough analysis of the political, social and economic situation in the country and in the preparation of substantive inputs to Common Country Assessment (CCA), United Nations Sustainable Development Cooperation Framework, Country Programme Document, and other documents related to UNCT in BiH.
Other:
- Plan sufficient time for own and pillar members substantive learning and up-dating of knowledge of IOM processes.
- Liaise with relevant CO/RO/HQ departments in support of knowledge development.
- Perform such other duties as may be assigned.

Qualifications
Education
- Completed university degree from an accredited academic institution preferably in Political or Social Science, International Relations, Law or related field; and
- Minimum 4 years of relevant experience in the development and implementation of projects, community organization, media/communications, political activism, research initiatives, or other efforts to improve and strengthen communities in BiH; or
- Completed Master’s degree and minimum 2 years of the relevant working experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Proven experience and knowledge in project coordination and management
- Demonstrated record of establishing and maintaining good working relationships with authorities, donors, partners, and civil society actors.
- Deep understanding of the topic of promoting social cohesion and community resilience and its components and the overall political and institutional environment in which the work needs to take place in Bosnia-Herzegovina.
- Proven understanding of the United Nations frameworks, policies and practices on social cohesion and trust building
- Proven ability to communicate clearly and effectively including at the highest political level, in writing as well as orally.
- Proven ability to initiate and manage continuous learning and innovation in the area of the social cohesion and community resilience.
- Demonstrable knowledge and understanding of the gender perspectives in different areas of work within IOM.
- Knowledge of IOM financial rules and regulations is desirable.
Skills
- Excellent organizational, time management and facilitation skills
- Having strong knowledge and skills on methodology development related to building social cohesion and resilience.
- Demonstrable knowledge and understanding in the field of social development and social behavioural change.
- Proficiency in computer applications, such as MS Office, Internet Explorer, PRIMA, PRISM.
- Strong communication, presentation, and coordination skills.
- Sensitivity to identification of any possible issues, cause of delay or threat to accomplishment of project targets.
- Valid driving license.
- Willingness and ability to conduct travel whenever needed.
- B&H citizenship
Languages
For this position, fluency in English is required (oral and written) and in one of the three official languages spoken in BiH.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
